You can change the "fundamental" pitch of the instrument, and shift all the pitches to a different key. The range of this shift is extensive, so you can get pretty much any range you wish.
I believe that the "fundamental" depends on what fingering pattern you have seleccted ... not sure about that, and my Sylphyo is (uncharacteristically) not handy at the moment.
What you can't do from the Sylphyo is bias in microtones (less than a semitone). The Sylphyo is sending MIDI notes, and it would be too much to ask to send accompanying pitch bend commands to accommodate microtuning. This is usually handled by whatever software (or hardware) is rendering your MIDI stream.

No, at the moment the Sylphyo does not support tuning. Neither the base frequency nor microtuning.
If you want to achieve microtuning with playing technique via MIDI, there are a few possibilities. But you probably have to process the MIDI stream.
